Penn Atlantic No. 14 Fishing Reel.  This reel is in vintage condition so please examine the images to assess condition.  The switch on the side works and the reel turns and clicks.  Given that this is vintage, consider it "as is".  It was an estate find and I have not tested it for functionality for fishing.
