These 8 simple parts are very important to the function of a Penn Conventional fishing reel. One benefit of this design is that anyone can learn to service or repair their Penn reel with a little practice. The dog and dog spring prevent the main gear, stud, and therefore handle from spinning counter-clockwise. This is also known as anti-reverse. The other 6 parts perform the task of engaging and dis-engaging the pinion, via user movement of the #21 Eccentric Lever, from the spool. This is sometimes called the clutch lever because it switches the reel in and out of free-spool. The #21 Eccentric Lever is attached to the #19 Eccentric via the #22 Eccentric Screw. Under tension from the #20 Eccentric Spring, moving the lever back and forth changes the position of the #11 Eccentric Jack via the t-shaped knob that sticks out from the #19 Eccentric. As the Eccentric Jack moves up and down, the position of the pinion changes as well. In gear means the pinion moves towards the spool, which locks the keyed portion of the two parts together. That connection is what makes the spool turn as you crank the handle. In the other position, the pinion moves away from the spool (toward the handle) and the spool can then spin freely independent, or unlocked from the pinion. This design has been around for a very long time, and many conventional star drag reels still to the day use something very similar if not identical.
