The #66 spool gear slides onto the spool shaft, secured by the lock ring which sits in a groove on the shaft. The #64 idler gear (NOT included in this listing) rides on a shaft that is attached to the plate. The connection of these two gears is what makes the levelwind mechanism go back and forth. That is because as you crank the handle and the spool spins, the spool gear turns the idler gear, which turns the small brass gear that is attached to the end of the wormshaft / worm. As the worm rotates, the connection with the line guide carriage via the pawl makes the line guide move back and forth, thereby 'levelwinding' your line onto the spool. Rinse and wipe dry after each use, followed up by periodic maintenance / service is all that is required to keep a vintage Penn part / reel looking and working great for a long time.
