Husqvarna Exclusive 5400 Reel Lawn Mower Vintage Collectible Husky

This rare husqvarna reel mower is in good looking shape but the wheels are locked up. I'm not sure if I am missing something simple here or if there is something broken on it that is keeping the wheels and blades from spinning. It's a cool collector's piece for any husqvarna guy. Great to hang on the wall or ceiling.
